Carteret Free Public Library Internet Use Policy

 

In order to support the educational and recreational needs of the Borough of Carteret, the Carteret Free Public Library offers Internet access to all adults over eighteen years of age, patrons and visitors to Carteret alike, who a) have a valid Carteret Library Card and b) show valid identification. Carteret residents will be asked to present their library cards and if they are not registered patrons, they will be asked to apply for a Library Card.

Internet access is offered to all children, with written parental consent. Parents/guardians are required to sign the "Parental Consent Form" which is available at the Circulation Desk. Children under the age of eighteen will be denied access to the Internet without a signed "Parental Consent Form" on file at the Carteret Free Public Library. Responsibility for a child's use of the Internet rests solely with his or her parents or legal guardians.

A parent or other responsible party must accompany children under the age of eight on the Internet terminals in the children's Department to monitor their child's use.

As required by the Children's Internet Protection Act ("CIPA"), the Library has implemented software filtering on all of its Internet terminals. The software installed on Internet computers at the Library protects against access to visual depictions of obscenity, child pornography, and, in the case of persons under the age of seventeen years, materials that are "harmful to minors." Users should be aware, however, that all currently available filtering software results in a degree of both "underblocking" (i.e., permitting access to certain material that falls within the foregoing categories) and "overblocking" (i.e., denying access to certain constitutionally protected material that does not fall within the foregoing categories). The Library cannot and does not guarantee that the filtering software will block all obscenity, child pornography, or materials that are harmful to minors. Nor can the Library guarantee that the filtering software will not restrict access to sites that may have legitimate research or other value.

Adults over nineteen years of age, excluding high school students, may bring their laptops and access the Internet at the Carteret Free Public Library. Library staff are not available to provide technical assistance for configuring your device to enable its connection to the wireless network and no guarantee can be made that you will be able to make a wireless connection.

The Library's wireless network is not secure. Information sent to and from your notebook/laptop computer or other wireless device may be captured by anyone else with a wireless device and the appropriate software.

The Library assumes no responsibility for the safety of your equipment or for damage to notebook/laptop computer or other wireless device configurations, security or files resulting from connecting to the Library's wireless access.

The wireless Internet access that the Library offers is unfiltered. You must abide by the rules stated in the Carteret Free Public Library Internet Use Policy.

All users are expected to use the Internet in a responsible and courteous way. They must follow all Internet-related rules, regulations and procedures established for its use including, but not limited to, those of the Carteret Free Public Library. Users must

Illegal activity involving the Library's Internet resources will be subject to prosecution by the appropriate authorities.

Any individual who violates any provision of the Carteret Free Public Library Internet Use Policy may be subject to punishment at the sole discretion of the Library which punishment may include but not limited to a permanent ban from the library
